23.5.0 Adjustment Layer prohibits scale keyframes

I have an adjustment layer in the timeline hovering over video.  The only effect (so far) in my adjustment layer is Lumetri Vignette.  I tried to do some simple scale keyframes (slow zoom in) on the video itself (not the adjustment layer) but they are ignored and/or behave oddly.  I found that if I remove the adjustment layer, the scaling effect works.  Obviously this is undesirable.

If you're applying them to the track with the clip on it, that should work no matter whether you have anything above it.

Which tools are you using for the sizing change?

I am/was using the basic video scale funtion under the Effect Controls "Motion" section, and yes, this scaling was done on the video clip itself (on its own track).  I just now read a comment elsewhere in this forum that alluded to the same issue and suggested using the "Distort/Transform" effect to do the scaling.  I did and it works.  Just seems odd that Motion/Scale doesn't.

For some things the Transform effect is much better.
