Captions and Transcription Window Not Working

Hi, I was hoping someone could help me.

I have a sequence that I'm trying to transcribe inside Premiere, in order to add captions translating the audio from Cantonese to English. I ran the transcription, but I mistakenly checked the wrong option in the transcription preferences, and it output the caption subtitle language to be Cantonese, when it should be in English. 

the Anyway, I'm trying to redo the process in the sequence and I'm not getting the same options as before. You can see in the screenshots- it's only giving me captioning preferences, the transcription drop-down isn't there anymore and I have no option to change the language settings.

Can anyone help with this?
