Certain clips are blurry when exporting

I'm new to Premiere Pro and I just finished editing a video that I plan to post as a Youtube short, but once I export to an external harddrive some of the clips are blurry. I've tried setting to frame size to no avail. When watching the video in the preview playback, all clips look completely fine. Please help, I have very limited knowledge when it comes to Adobe and would just like to upload this video that I've worked very hard on. I've added screenshots of my sequence settings and the properties of a clip that isn't blurry as well as one that is. Thank you 🙂

You have a 960 x 540 clip in a 2160 x 3840 sequence exporting to 1920 x 1080, so the export will be blurry.

The program monitor is of course only a small size in the workspace. So it doesn't show the image big enough for you to really see.

 

You can tap the ` key to go full screen with any panel. Or also, there's a keyboard shortcut available that makes the image of the program monitor full screen. Search the keyboard shorts panel for that.

 

Or you can set the program monitor to 100% to check pixel by pixel.
