conflict with camtasia technosmit dll block avi import

With latest Premiere version I noticed this problem,

A low level exception occurred in "C:\Windows\SysWOW64\tsccvid64.dll"

If I rename it Premiere works fine with import of AVI files.

Why does Premiere look to this dll if it works fine without it?

specs

Win 11 pro

Premiere Pro 23.6 and current beta.

Tried re-installing Premiere and Camtasia but that did not fix anything.
