editing motion values of the "camera"

Okay this one is a bit of a tricky question but I'll try my best to be as clear as I can.

Here is my current program, and as you can see there is a main clip and two clips surrounding the main one. My issue is that I want to have a transition in which I move the x/y positionining of the program to shift to the top clip. You may be thinking "duh, nest it" but I cant exactly do that.

Let's say I want to x/y transform this scene onto the clip above as I showed with the arrows. If I nest -> adjust the x/y values of the nested sequence, the clip will cut off at the current sequence dimensions:

What I need is to be able to edit some sort of motion values for ALL of the clips so that I can just pan over to the top or whever I need. I think this is possible with after effects compositions, but there has to be some workaround for PR.
