Encoding Video Wrong Folder Automatically Selected

I haven't long been using Premiere Pro and Media Encoder. I've gone into Preferences and set it up how I want. In Media Encoder I set the Specifiy Output Folder I want videos to be to save to but when I add files to Media Encoder it automatically wants to save the video in the Source Folder, I have to keep changing it with each video. Am I doing something wrong or is this a bug with the latest version of Media Encoder version 23.6. When I add videos to Media Encoder the title always has _1 at the end.
