First 20 or 30 frames of any playback stutter

Hello all I have an odd problem. I recently purchased a new computer. Asus Tuf 15 i9 13 core 32 GB ram 1T sshd.

When playing back any media the first 20 or 30 frames are jittery/laggy then everything catches up and is fine. Ive tried various media types from a simple .wav file to full rez 4k video playing back from internal hard drive or external. Ive adjusted the playback resolution from full to the lowest setting and nothing changes.

I have also cleared all caches.

Problems don't exist when file is exported

Is there a setting Im missing somewhere that can correct this.

Any help is greatly appeciated.
