French language doesnt show in captions even after downloading french pack

Hi i did dowload french pack add-on for captions and substitle...

at first it worked then when i came back to edit another video... language option desapeared it seem it has been removed automaticaly..

i remove the french add-on pack then re downloaded but still doesnt work it wont show up again,,,, why? and how to fix that issue.

when i click on Transcript menu, its all in english...but this is not what i want.
