Help in exporting a video with a specific KBPS video bitrate requirement

Hi,

Can someone tell me how do I export a 30s video with a 18000 kbps video bitrate requirement for a Connected TV video?  Whenever I try to export it on Premiere/Media Encoder, the values are in Mbps.  I thought setting it to 18 for the target bitrate would fix the issue, but it still gets rejected.  Any help regarding this matter would be greatly appreciated.  Thank you in advance.
