I dont have the "Optimize rendering for" option under Memory

I'm not sure if this is a bug, however as you can see in the screenshot, I don't have this option. I'm not sure if it's accessible somewhere else, but every video on YouTube includes this option. This is a problem for others, but I see no solution. My Adobe Premiere Pro playback is really slow, and it would be nice to improve it, but I don't have this option. 

 

Please give me directions to fix it in detail.

    When watching tutorials, make sure it matches the one you are using.
