On the page Francis linked, it says "Effective February 7, 2023, Speech to Text is no longer supported on Premiere Pro 15.4, 22.0, and 22.1. Upgrade to the current version of Premiere Pro for full Speech to Text functionality." You must upgrade to 22.2 or higher to get speech-to-text back.

To find your exact version of PR, open and look in Help -> About.

You need to update to a newer version of Premiere Pro. Which version are you running?  All transcription is now running on your local computer and does not need an internet connection.  We shut down the internet service in February of this year.  Here is more information: https://helpx.adobe.com/premiere-pro/using/speech-to-text.html
