Is there a "Hand tool" for the Program panel to move left and right (esp. when zoomed in)

I am new to Premiere Pro, but I've used Photoshop for many years. I can't for the life of me find something that's like the Photoshop hand tool for when I'm working with the Program panel. For example, I've zoomed in 150% looking at my video's final layout, and I want to move left or right to see a different part.

Zoom in quite far, then switch to "H" and pan around, it works really well and is easy to place it exactly where I want. As noted you can pan around by middle-mouse button and dragging. Is it just the change you are <sigh>ing over?

Yeah, that's all. To be clear, I'm not frustrated with you or your answer, so apologies if it came across that way. It's just annoying when Adobe makes changes that don't feel intuitive to me and slow down my workflow. But I'm glad this one works well for you.

It's still "H". In addition you can pan with the middle mouse button down.

Sure, when I press "H" my cursor becomes a hand, but it doesn't do anything when I click/drag inside the Program window. And I tried to pan while holding the middle mouse button down, but that doesn't do anything either.

In another discussion I found that the scroll bar feature has been replaced with scrolling with the mouse wheel inside the Program window to zoom in/out wherever your cursor is positioned. While that does help me achieve what I want, I can't say I'm in love with this change. It feels wayyyy more finicky trying to get the screen positioned exactly where I want it. <sigh>

Hi, I just updated to 24.5.0 (Build 57) yesterday, and this feature no longer works for me. The hand tool does nothing in the Program window when I zoom in, and there are no scroll bars available either. Please help.
