Multi-Screen Workspaces still not loading properly: Specific Issue - Project Panel

After many years, multiple versions of Premiere Pro, and multiple versions of Windows/Apple opperating systems, multi-screen workspaces are still not loading properly.

Specific Details:

This issue only occurs when creating a new project. If I create a new project, fix the workspace, then click "Save Changes to This Workspace", close Premiere, then reopen that project, the workspace loads correctly.

The main culprit is the "Project" panel - the panel that includes Bins, Meta Data, Sequences, etc. And the incorrect loading place is different every time.
