premiere lagging in a weird way

Hello, when I open my premiere pro it wont load fully until i press any tabs outside of it and even when my timeline shows up it lags terribly where the cursor wont even move until a tab outside has been clicked. idk if if its a PC or premiere issue

If so, the team will need more information from you to reproduce the bug. Can you provide the information required here? How do I write a bug report?
