Premiere Pro CC2018 can't relink to graphic

I've got a project from CC2017  with a legacy title that has a png graphic in it.  When I load the project in PP CC2018, I get a notification that the file has moved from the previous location (makes sense, the source file has moved).  However, when I try to locate the file in the new location, and successfully locate it and try to import it, I get a window that says the import failed without any error code.  I can delete the graphic and re-add it from the new location without difficulty, so it's not a problem with the file (which has been unchanged for years).

This makes it impossible to pack up the project and take it somewhere else.

    It turns out that the underscore problem in another thread is the root cause here.  Removing the underscore from the file names permitted them to be located successfully.

    Hi! 

    The legacy title doesn't import my graphics either but the problem is not that they contain an underscore character. Any idea what else I could do?
