Premiere Pro starts lagging when locking any track

I don't exactly remember when this started happening, but there was an update some time ago that introduced a bug that is really annoying. Every time I lock a track on Premiere the software starts to get super laggy. The playhead gets laggy, scrolling gets laggy, mouse movement gets laggy... This automatically goes away when I unlock the track. It doesn't matter how many tracks are locked for the problem to start, but the more are locked, the worse is the lag.

Today I exported the ONLINE media from a project and, as I always do, I duplicated the final sequence and locked every track to signal that that was the final sequence and I should never touch it again. I did it, and Premiere became almost unusable.

Is there a fix for this?

EDIT: It also lags making effect changes in the player, while the player itself doesnt lag for play back. Example, change the Position value of something also responds at about 1-2 fps, but press the play button plays the video correctly

Specifically, despite having 29 Gb available for Premiere, locking a track, especially multiple tracks, causes ONLY the timeline window to be laggy. The player and everything else is fine, but the sequence timeline window moves at about 1 or 2 frames a second. It would be really nice to be able to use the locking feature without the siginificant eye strain this causes. And there ARE multiple posts about this, so it IS an issue. Is there a way I can help you duplicate it?
