Problems Editing: Choppy video and audio

On Wednesday (12/01/2021), I began having problems editing my footage. When I brought my footage in premiere, it did not play back smoothly in the preview or in the timeline. I have never had this problem before, and I've been working with this computer for the past few years. I work at a church, so this is not a Hollywood production shot in 4k. The footage was shot on a XDCam Sony PXW-X70 camera on a 64 GB card. If you look at the link, you can see the playback issue. It does this with the raw footage HD footage, raw SD footage, transcoded footage from media encoder (and other encoders), old projects, new projects, old version of premiere, and new versions of premiere. I have played it back in different frame rates, and changed the audio settings. Normally, I can just drop in the footage and begin to edit.

I called Adobe support, and the first guy told me to change an audio setting in preferences. It was temporarily fixed and I was able to edit that day. When I came back the next day, the problem returned. I called back and was prompted to do a screen share with Adobe support where he was able to have access to my computer to troubleshoot. I was on the phone for 2 and 1/2 hours and I think the representative was just as frustrated as I was because whenever he tried different things, the problem got worse. Our IT service is not sure what is happening and they have done what they can do from their end. I feel like it's either a glitch in the system, or maybe something simple...but I'm not sure. Can anyone help? Christmas is the busiest time of year, and there are many projects to complete. Thank you!

you might explore the proxy workflow which can be a little tricky to get your head around but is worth the effort. Are you editing from a high speed hard drive connected directly to your computer? The fact that there's an IT department involved does make me worry that there's something in your system that might be causing the issue. Unfortunately IT departments often don't understand what's necessary to get an edit system working properly.

You need to start by telling us your system specs: OS version, Premiere version, amount of RAM, Hardware specs including graphics card. There are some basic troubleshooting steps we can suggest based on this info.

If we need to dig deeper, we'll try and help, but this is for the most part a group of premiere users who are here in our spare time... and it's never simple to diagnose and fix problems from a distance. Might be worthwhile to try and find someone locally who understands the ins and outs of premiere who would be able to help.
