Yes, you want to get the quicktime / prores files working and h.264 proxies just defeat the purpose. 

When you used Quicktime, did you select ProRes proxy?

PC Specs:
Ryzen 7 5700x
64 gb ram
RTX 3060 Ti

Video Format: Mp4 60 fps
Proxies: Quicktime (Very laggy literally got stuck on one frame)
I tried h264 fps and it got fixed
but why its not working with Quicktime

you'll have to supply more info than that. Hardware and clip info, including format, framerate, and proxy format. How did you create the proxies? Give us something to go by...
