Removing light trails with premier pro?

recently I've been on a night shoot in Manila, and with the condensation on the lens, some shots have trails on the bright lights. Is there any way to remove or lower their intensity in premier pro or after effects? With ot without plugins. Thank you!

    Hi @Matthew32082192ptxe,

    Cool shot over there in the Philippines. In the Lumetri Color panel, what happens if you move the Highlights to the left? Does that tone it down? If you shoot RAW, you can have more control over a shot like this. Looks like a lot of that highlight info is probably clipped. I hope the advice helps.
