Timeline Scrolling when using Slip Tool

I'm having a new and strange issue with Premiere - when using the Slip Tool and sliding a clip back or forward, when approaching the edge of the timeline window it is auto scrolling (usually quite fast) and makes editing very difficult to work with.

Is this a bug? (or a new feature that I can disable?)
