Why a clip is always selected when pausing the video

In Premiere Pro, if I start playing the video while selecting nothing, and then pausing the video, then the clip is alwaos selected. Why?

It causes inconvenience because I want to make markets on the whole sequence, instead of on clips.

Picture 3: Stop playing, and the clip is auto selected/focused, with a white thick border

Turn off : Sequence > Selection follows playhead.

That works. Thanks a lot. It does not exist in preferences so I did not mind it.
