wipster review panel no longer accessible premiere pro 2023

In Premiere Pro 23.5 the Wipster Review Panel is not in the Window/Extensions list. It shows as installed in the Creative Cloud app Manage Plugins page. I've tried reboot, updated PPro, tried changing workspace on the random chance that might make a difference, but alas it's just not there.
