Zoom shortcut on the Arrows on keyboard not work on Program

Hello.

We are on PC:  AMD threadripper, 32 cores,128 Gig ram and a 10 Gig storage connection to 2PB storage. We are on windows10. Adobe version 2023.3 . Just checked on my iMac on the current Beta and same behavior. 

We tested this with several users on different machines and still see same : 

When is the keyboard shortcuts assign the zoom in/out button to the "up" and "down" arrow on a keyboard. It works in the sequence, it works in the source. But when we try in program window to goes back to default : Move to next and previous edit. 

When we do that again and assign zoom in/out to another button (let us say number. 1 and 2 on my keyboard , all works perfect. We tried restart, change keyboard, trash preferences, different users and different computers. All have the same behavior.

Is this a BUG or design that way for an unknown reason ? I think it is done for a reason, but i have no clue why??
