Adding Text since Recent Update

Since the latest update of Acrobat about 3 weeks ago I can no longer create a text box which overlays over text already in the PDF, as in hides the text underneath. I used to be able to click add text and had create a red border on my text boxes. I could place them over top of the text I wanted to hide. How do I do this in the new version? I can edit text or add text but it does not create the same well defined box or overlay. The text underneath is shown. Text boxes shown in photo below from prior Acrobat version, unable to replicate in new version.

Sorry for the inconvinience.

I would like to have some information, so that can hep you with the issue:

1. What is the OS you are using?

2. What is the version of Acrobat app (Help -> About)

3. Can you share video demonstrating the issue, you can use any sample file to do that, I am assuming you are facing issue with all files

The text I want to cover is hand written. So I would use the text box over
messy handwriting for instance. Now the box does not have a border and
shows the text underneath.

Maybe you have to add a white fill color to the new text box
