Can you request signatures from more signers than required?

My apologies if this has been covered somewhere else. I just haven't found an answer yet and I'm fairly new at creating forms and requesting signatures. I recently had to create a "Payment Authorization Form" for my company, which requires between 2 and 5 signatures based on the payment amount. One of the signatures always needs to be from one specific person but the 2nd to 5th signatures can be from any combination of 4 other people. My question is, to expedite getting the required signatures as soon as possible, can I request signatures from all 5 signers even when only 2, 3, or 4 signers are required so that the form can be signed on a "first come, first served" type basis? To do this would I just indicate the required number of signature fields but not assign them to specific people? And what happens when the number of signatures is complete? Thanks!
