Complete Required Fields on PDF before Website Download Allowed

I have created a complex PDF to be used as a tool in Residential Real Estate Closings in NYS. It has 15 pages and the pages interact with one another and it is loaded with scripts. My intent is that it only be used for one transaction. Since a PDF can be duplicated, I have set up a Required Field Procedure which once completed will change the Required Fields to Read Only. For example, 2 of the Required Fields are the Property Address and the Sales Price. This needs to be done before it is downloaded from the website.

 

To market the PDF I have set up a GoDaddy WordPress website with a VPN.

 

I am running into difficulty in setting up a procedure where a user would complete the Required Fields on the website before a download is permitted. Basically, with the website interacting with the PDF without losing the functionality of the PDF.

 

Any suggestions on doing this, even if another method, would be greatly appreciated. See page 1 of the PDF below.

This is not possible. When you view a PDF file (even inside a browser window) it's already downloaded to your computer. You can add a large text (in bold red letters) saying the file is incomplete until all the required fields are filled in, or something like that.
