Copy and Paste Issues

I am highlighting piping circuits using Adobe Acorbat.  On each highlight I am adding a comment to the line I draw.  This comment carries over to many drawings so I can copy it once and then continue to paste it.  As I work through the piping circuit, I will copy a PDF from a file explorer list and paste it into a new folder for that circuit.  When I do that, it does not remember the the text comment I had copied and pasted before. It used to remember it, even if I copied and pasted a PDF from one folder to another.  Only change I can think of is my work computer just upgraded to Windows 11.  It may not seem like a big deal, but I am doing this hundreds of times a day sometimes, so having to go back to a previous drawing and copy it each time is time consuming.  I have attached an example of what I am working on.  These piping circuits may have 20+ drawings or seperate files, and is really time consuming already. This issue is making it worse.
