Das Formular erhalten die User per Download aus unsrer homepage. Bei einigen dieser User lässt es sich nicht bearbeiten (und Ausfüllen) . Bei den meisten funktioniert aber dies.

Womit hängt das zusammen?

Most likely, the application they are using to view the file with. Instruct them not to open it in their browser, but to download the file to the local computer and then open it using Adobe Reader.
