How to create a template document that can be signed by multiple parties.

I am looking to create a PDF document that can be created as a template for reporting purposes. The form needs to be able to be signed by multiple different parties as delegating authorities.

It'll be stored as a normal PDF that can be altered to suit the context, as we use this for tracking our testing of applications.

What I'm looking for is a form that can have multiple signatures on it without the pdf being locked after the first user signs. We have multiple people that need to sign the form, and we don't want to have to create a convoluted process for it to work.

Previously I have added multiple signature fields, but once it is signed and saved, it can no longer be edited. Is there a way around this?
