How to save a form so that form field data shows when readers fill out the form & it save as a jpg

I have a fillable form that our offices use and need to save as a JPG to send to clients. When this PDF form is saved as a JPG, It will not save the filled text. and it will only save the original PDF document before the fields are filled and converted to a JPG. I have tried the Save As Other --- Reader Extended PDF --- Enable More Tools. (this did not work)

I can convert it to a PNG and the filled text shows just fine. I can use this alternate route but would like to understand why I can not do the same thing for a JPG.
