I cannot create a "Submit a form" Button

Hi,

 

i have Adobe Acrobat Pro and want create a fillable form.
Under "Prepare a form" i can data fields and a button. All right... but on the button i cannot add an "submit a form" action - the tab "actions" is missing (see screenshot).

why?

    It looks like you may have created an Adobe Sign form. Convert it to a regular Acrobat Form.
