Overlay a GIF image onto all pages of a PDF

Hello all.

I have a 150 page GIF of generic BINGO cards (2 per page) that I've created a graphic overlay for. What I'm wanting to do is place this on top of each page in the PDF. Currently I have the graphic in both GIF and PNG formats, but can generate other formats as well. The graphic has the center transparent so that the BINGO card can show through. Is there a way that I can make this happen? I have tried the "Background" tool but it doesn't seem to support GIF or PNG files, and JPG files do not support transparency. Help!

The image itself doesn't need to be transparent. You can set the new Background layer to a certain opacity level.

If that doesn't work for you then convert them image to a PDF, and use that as the background image. You can also use the Watermark tool for that.

Well, the image needs to be opaque in all but the center, which is why I'm using transparency. I've attached the overlay file in question to hopefully give a better understanding.
