Prepare Form fields no longer letting me resize or move on any pdf.

I was creating a form with the 'Prepare Form' and now I cannot edit any of the form fields for this PDF or any new one I am creating. I even checked and the 'Locked' box is not checked and the enhanced security protected view is off too. It is weird because like I said one minute it was working and then it wasn't and now it will not let me resize or move a field on any pdf.
