Redaction area looks good but once applied takes too much

I have been using redaction for years without incident.  Suddenly when I redact a section of document at the top, leave 2 lines of text displayed, and then redact a large area below the 2 lines of text I wish to leave displayed it looks fine in the screen but once I hit Apply it is stripping the 2 lines of text between the 2 areas to be redacted.  I have tried using Ctrl+Drag but that makes no difference in the end result.  I have tried to ensure I positioned my mouse very  tightly up to the area to be redacted to ensure I am redacting the smallest amount possible and leaving sufficient area around the area I do not wish to be redacted.  Super frustrated.  Thanks in advance for any help!
