In your question title you say it happens "everytime you open a PDF" while in the question body you relate the issue to some E-Signature. Which is the case, does the issue happen for arbitrary PDFs or only signed ones? And if only signed ones, how are they signed?

I apparently only opened signed PDFs.

    In that case this may be caused by Adobe Acrobat requesting validation related information for the signatures.

    By default Adobe Acrobat verifies signatures right after loading a document. You can switch this off in ""Preferences" --> "Signatures" --> "Verification: More..." --> "Verify signatures when the document is opened".
