Should 'Optimise for Fast Web View' be deselected when PDF is going to print? If it is selected, will it compress the PDF so that quality is lost?

No, the one thing has nothing to do with the other. Fastweb is more optimizing the data so that it can be viewed faster, even if viewing is not done sequentially.

The quality is not impacted and is dependant only from your other parameters (PDF standard, compression, resolution of pictures...)
