I do not know why I keep getting this error message. It is only for one website mainly, and I even blocked Flash from being executed on that page in my chrome settings.

It is totally annoying and I can not seem to figure out the problem.
Please assist?

A post sometime goes though moderation several times due to bugs in the Jive software. It looks like yours whet through multiple times. Links are often rejected if it looks like someone is promoting their services more than really asking a question and seeking help.
The first rejection may have been rejected due to that, the second two might have been reviewed by someone else, who didn't think that was the case - it can be very subjective at times. If your post is rejected, reword it so that it is very clear on the help you need.

The dialog you're describing is the slow script dialog.
Flash Player is a language runtime, and we process code that other people write. Sometimes that code isn't great. When we see that the content is consuming an inappropriate amount of CPU time, we stop the content, pop a dialog, and give you an opportunity to intervene instead of letting the content lock up the system.
It's been my experience that with recent content, this kind of behavior is frequently attributable to ad-insertion or behavior tracking code, often by smaller players in those spaces. We provide Flash developers with an excellent performance profiling tool called Adobe Scout, which will point the content author to performance hot-spots in their code. The content provider is best positioned to actually do the diagnosis and remediation here, and in the unlikely event that the content provider identifies a language-level performance issue, we're always happy to help. They're more than welcome to reach out to me directly via private message, or to file a bug over at http://bugbase.adobe.com.

Thank you for that but I have contacted the site many times and they either can't/won't fix it, so is there anything I can do to just block that particular website from showing Flash?

You could disable Flash temporarily from within Chrome (go to chrome://plugins/ and uncheck Enable next to Adobe Flash Player), or look at third-party extensions like ad-blockers that allow you to restrict content served from a particular domain.
