I created a great series of actions that I want to share with others on my team but they get the error: "Current Set is not available." The first step of my action is to select a soft brush and I found that the action points to the specific location on my C drive where that brush lives. Of course it won't work on another computer! The brush is one of the standard PS brushes.
How do I alter the action so that it can be transferred to another computer?

If the brush is a standard brush .the Action may be able to load the brush into a users Photoshop version. Your may be able to distribute a set of tools presets with your action the action can load into to Photoshop select the Brush tool and then select one of your presets for the brush. The problem is It would be better done with a Photoshop Script it cloud test to see if the brush and presets to see if they need to be loaded. Actions can not use logic to do things like that and every time the action is played and additional load of tools presets would be done. You would wind of with a preset menu that had the same preset loaded so many times the menu would be hard to use presets menu through Photoshop's UI.

Excuse my ignorance, but I have never heard of Photoshop Scripts and not sure how to distribute tool presets.

Oops. I meant that to be a reply to JJMack about scripting.
My problem stems from the fact that the actions point to a specific location on my computer where the brushes live. I think that I could avoid this if the "Soft Mechanical" brush and "Starburst small" both lived in the same brush set.

As I said in the previous reply: delete "Set Brushes of current application" steps. Create one brush set and deliver brushes to end users (you can also rename brushes by the way if you are wondering or you have some doubts). Inform users to load set which contains brushes which are required for action to deliver expected result. You are done. Many developers are doing the exactly same thing: they are delivering separate sets with brushes, patterns, gradients and so on and informing users to load required presets before playing action.

Re-record action. To ensure that action will play properly on any computer you can ask users to load some brushes which you can provide them along with action.
There is option to record step "Read me!" or to insert stop at the beginning of action which will inform the user that some specific brush should be loaded/present.
