I want to buy adobe products from Germany, but according to my research, products can be bought cheaper in Turkey due to the exchange rate. Activation and download will be online. Does it make a difference in the activation process from which country I buy my products?

no, you can activate (ie, sign in for cc apps) from anywhere in the world (with an internet connect) no matter where you live.

As far as I know you must buy in the country where you live since Adobe checks your registered address

Then AFTER you buy and register you may USE anywhere
