Years I have been using Adobe Photoshop Elements, started with Elements 2. Later Premier Elements and stopped using it in 2019 because it just keeps on hanging halfway through my project. I now changed to FC Pro. I do use Photoshop, started with CS3 and forever on the subscription hoax because with all the bad press Adobe receive, I really like Photoshop. That said I hate the subscription hoax.

I have a photography blog and started a series on video making and editing. So I thought what's out there I can show readers and discuss AND easy to start video editing..... saw Adobe Rush and thought WOW that looks great, saw it was PART of my subscription and installed it. Went through the intro and WHAT NEXT....."You have 3 uploads, then you need to take out ANOTHER subscription".... that after my fancy Adobe dashboard said its included in my subscription....

I taught my children this type of thing is called deception and lying.... similar to what you hear everday on CNN. Unbelievable Adobe I am ashamed to be associated with you.... absolute pathetic.... I honestly wish you nothing but the worse.... Your marketing people are dishonest and should ALL be FIRED...  I WILL NOT RENEW MY SUBSCRIPTION THIS YEAR....

The Starter plan is free and it also clearly states you can only export 3 videos:

The only subscription plan that includes Premiere Rush beyond the Starter plan and along with other apps is the Creative Cloud All Apps plan. Premiere Rush was never included in the Photoshop subscription.

I'm not certain why you refer to the subscription plan as a hoax. Personally, I prefer buying a perpetual license, but Adobe has been moving all its products over to subscription because it provides a more stable revenue stream and there's nothing to be done about that. The terms and conditions page clearly lays out how Adobe subscriptions work.
