I recently took a plan including After Effects and Media Encoder amongst other things, but I am currently stuck with a billing issue. The Adobe site only says that there is an issue with my payment details and that I have to update my payment information, but I already have my current PayPal account registered and that one works just fine for everything else. I cannot change it to another payment method because I don't have a credit card or whatever the other options are and I cannot cancel my membership plan either, as I have to resolve the issue with my payment details before I can do that.

paypal is not accepted in most countries.
if you're in the usa, however, it is accepted: use a browser that allows popups and cookies and contact adobe support by clicking here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human

p.p.p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...

Hello,
Update After Effects and Adobe Media Encoder to the latest version, or make sure that both applications are of the same version. For example, if you are using After Effects 2019, make sure to use Adobe Media Encoder 2019.
