Can person in different country use this version of adobe

Hello, 

I purchased a subscription for my mother. However, she was unable to install adobe on her desktop. 

She is in Russia.

I didn't think it would matter if I pay for this account and she uses it, or does she need to buy something different in her country?

Thank you for your input. I changed my language to Russian and gave her username and password, so no need for gift options. The second link explains something, but still, she is not using the cloud, she was trying to download software on her desktop, and it didn't work, unfortunately.
