can't download 3d assets, creative essentials plan shows I have 50 3D assets per month

I have both Creative Cloud All Apps and Substance 3D texture plans, and when I look at my benefits, under Creative Essentials, it lists 50 3d assets per month, but when I browse 3d assets, I only have an option to upgrade, and I can't download anything.

If I click on the activate button that only takes me to the home page of the substance asset library.

if those all fail, change your cc language.  eg, try international english

if that fails, change the install location
