Firstly I have to say as a paying member of the adobe customer base I think it is disgusting they have no support at all and leave it entirely to public forums! The only contact I can find where they suggest you speak to a person, they ask for money to do so. Can anyone direct me to a help desk where I can speak to someone about personal account matters?
Anyway, I need to change my email address in my account but it says the one I want to use is in use, which is not true.
Hope someone can help with either case.

I don't know if this is the case with you but Adobe does not allow you to use an email ID that was used with it before. Like if you had an email that you used for creating an Adobe ID and then you deleted the account, now if you try to resuse the original email again with Adobe, it refuses to do so and the system says that the email is in use.

Navigate to Adobe Admin Console > Support
For Personal account, login to your account and navigate to the URL below. Make sure that the browser has cookies enabled, and all script blockers are disabled.
