You took out an annual plan, so you promised to pay for a year. But Adobe give a generous discount if you cancel: you pay only 50% of what is left for the year you promised. So to avoid a fee, always cancel in the last month.
You can also try to contact Adobe and explain; you might be very lucky with the support staff.
Warning: ADOBE WILL NOT CONTACT YOU. Fake Adobe staff may contact you and make all kinds of promises, but they want to do bad things. If unsure, please ask us.

Well, let's it put it this way. If I agreed to pay you every month for 12 months and decided later not to pay you because I didn't feel like it, would you be OK with that? Probably not.
Since you neglected to cancel your trial within the 14 day grace period, that's not Adobe's fault, that's your fault. Adobe is under no obligation to waive the cancellation fee. You can ask for a waiver but nothing is guaranteed. Best of luck.

Good day!
I though that since i do not have the program(photoshop) i do not pay for it and it is automatically canceled

Adobe doesn't know you don't have the program anymore. Until you cancel your plan, they assume you're still using it.
It's the same as renting an apartment. The landlord expects his rent each month regardless of whether or not you sleep there.

The opposite is true. You pay every month whether you use the software or not. Adobe has no idea of your downloading troubles. These forums exist to help you with those issues.
In addition, your membership will be automatically renewed after 12 months unless you tell Adobe that you want to cancel it.
Early cancellation fees vary depending on when you cancel
