if you have an annual commitment that you're breaking prior to the end of your commitment, there's a penalty = 1/2 of what you owe.
make sure you're aware of the cancellation terms by selecting your plan type (at the top of the page here), https://helpx.adobe.com/manage-account/using/creative-cloud-subscription-terms.html
for info on how to cancel your subscription, this page describes the few steps involved, https://helpx.adobe.com/manage-account/using/cancel-subscription.html

if you want to cancel but are unable to follow the steps described in the "how to cancel page", contact adobe support.
there are 2 ways to contact adobe; chat and twitter (now x):
chat:
use a browser that allows popups and cookies, and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
twitter/x:
tweet @AdobeCare
p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative.

in the future, to find the best place to post your message, use the list here, https://community.adobe.com/
p.s. i don't think the adobe website, and forums in particular, are easy to navigate, so don't spend a lot of time searching that forum list. do your best and we'll move the post (like this one has already been moved) if it helps you get responses.

When you 'click to agree' to the subscription terms while buying a subscription, that means that you really do need to read BEFORE you enter your credit card number to buy a subscription

Thanks John T Smith, but most normal people dont have time or a legal department to pass the reams of Terms and conditions, and operate on trust, particluarly with large brand names.
This is weak sting. nothing more.

for the most used subscription (all apps), it's clear there's something going on when you see 3 subscription options (annual paid annually, annual paid monthly and monthly). because the last 2 have very different costs it's clear something must be sacrificed (eg, cancellation > penalty) to merit the lower cost annual paid monthly subscription. that should prompt you to check further.
