I am a new customer. try to buy Adobe Cloud All Apps. when try to purchase plan i got error - 

Incorrect billing information.
i try another card - nothing. All my cards working fine, also i use my cards for Amazon and google and all works fine. Is any restrictions to buy subscription? i try to buy in my region and in US region on Adobe site - same problem. Nothing helps. Try to use vpn or different PC - same problem. You need pass some exams to buy it ;)?
