I need to change my plan and buy the one that contains all the programs but when I enter my profile, click on the plan and see it, it does not give me the option to cancel or deactivate it. It is urgent I appreciate any solutions, greetings.

As you have mentioned that you are unable to Cancel your plan from the "Manage Account" page and Since this is a peer to peer forums, please contact Adobe support for assistance with Upgrading to All Apps plans. The Photography Plan is a 12 month commitment. You must cancel your old plan first and then subscribe to an all new ALL APPS plan.
Contact Adobe support and ask the agent to waive the early termination fee for you. It's 50% of the remaining months on your Photography plan.
