As of December 16 2021, I have been charged EUR 19.34 /month for almost half a year for a non-existent subscription. I tried signing in and out of my Adobe account to check for active subscriptions and there were none. I tried finding customer help center on Adobe's website but I kept getting redirected to the same webpage I landed on in the first place. Absolutely insane.

Are you sure you or a family member do not have an Adobe account under a different email??

I ask because maybe your account was compromised. In that case you must contact your bank immediately. They'll ask you to sign some legal papers before they close the account to further charges and launch a fraud complaint with law enforcement.
If your account was compromised, Adobe can't help you because they are also fraud victims.
