I accidentally paid for a year of all the apps thinking I could install premier pro on my iPad but ofc u can't, it's been longer than 14 days, is it possible to get a refund? Literally can't use what I paid for.

No, Premiere Pro does not work on your iPad. Rush does, however.
I would suggest, you contact Adobe customer support to discuss your options:
